Seattle uses a very simple bicycle rack on the sidewalks, but it is one of my favorite designs. It takes up almost no space, holds 2 bikes easily and 4 if they are properly placed, and is very easy to lock to.
4 bikes, one rack. It's best to lock your bike by the rear wheel near one end of the rack, but 4 bikes fit pretty easily even if riders don't do that.
